If you are a West Balkan national, your job‑offer chances may shrink from 2027

Who this affects

If you are a citizen of Albania, Bosnia‑Herzegovina, Kosovo, North Macedonia, Montenegro or Serbia, you can apply for a German work visa under the West Balkan rule. The rule, introduced in 2016, does not require a formal qualification and covers all types of employment, including helper jobs.

What changes for you (and when)

  • Current quota: 50,000 work permits per year. The quota has been exceeded since last year.
  • Proposed change: The federal government intends to halve the quota to 25,000 people per year starting January 2027.
  • Impact: Fewer visas could mean fewer job offers for West Balkan nationals, especially in shortage occupations such as construction, transport, logistics, gastronomy and care.

What to do now

  • No immediate action is required for existing applications; they will continue to be processed as long as the monthly quota for your nationality is not exhausted.
  • Keep an eye on the BA’s position – the agency is advocating to keep the quota at 50,000 because the current limit already falls short of demand.
  • If you plan to apply for a job in Germany after January 2027, be aware that the reduced quota may increase competition and could lead to longer processing times.

Key figures (September 2026)

  • 546,000 West Balkan nationals are employed in Germany under social security.
  • 53 % (≈ 287,000) work at least at the level of a skilled professional.
  • 45 % of those skilled workers are in defined shortage occupations.

The BA stresses that halving the quota would weaken a successful migration model and exacerbate the skilled‑labour shortage.
